Misunderestimation
Well, dubya's ironic effort at telling Palestinians he wouldn't deal with Hamas seems to have fallen on deaf ears. I'm thinking that maybe telling people they have to be peaceful while you are engaged in a war with a nearby muslim country and threatening several others probably wasn't the strongest argument to make.
