Bush has proposed vesting more power in his imperial presidency via a form of line item veto. Like most things political, it sounds fuzzy and warm and how could you be against it? After all, its stated purpose is to allow the president to call attention to items that sneak into bills that shouldn't be there and should be considered on their own merits. The inherent problem, like most things in life, is that people are involved...politically minded people. This is an administration that ruthlessly beats its foes and attempts to keep Congress in line by force, coercion and rewards. Does anyone really think that Bush wouldn't overlook pork in a bill that belonged to the party faithful while ruthlessly persecuting those that broke from party ranks or became too verbal in their criticisms? Giving this power to Dubya would be giving him a huge whip with which he could single out and punish any congressman or senator he wanted, all the while making himself look like a white knight protecting us from budget bloating pork. This imperial presidency needs power taken away from it, not more given to it.
